Peoria Heights pays for Peoria responses
The agreement establishes base charges for defined automatic responses and permits additional charges for expanded responses or extended operations.
Agreement Section 2 — Compensation

Peoria may invoice additional reasonable costs for expanded responses, specialized resources, consumables, or extended scene time.
Peoria may update its rates with at least 30 days’ written notice, provided rates remain tied to its cost of service.
Peoria Heights must pay within 30 days. Invoice objections are due within 15 calendar days, and late balances accrue 1.5% interest per month.

Local incident command changes
Before
Peoria Heights’ Fire Chief or Assistant Chief had sole authority to determine incident command for all incidents within the Village.
Under the agreement
When the City of Peoria fulfills an automatic-aid response, the highest-ranking Peoria Fire Department officer on scene commands that response.
Section 7 says Peoria Heights retains overall responsibility for incidents within its boundaries, while Peoria personnel operate under the designated Peoria Fire Department incident commander.

Peoria Heights pays for Peoria responses
Before
Day-to-day assistance provided through Illinois MABAS mutual aid remained free of charge, subject to the limited exceptions in the MABAS agreement.
Under the agreement
The City of Peoria bills the Village of Peoria Heights for the automatic responses defined in this agreement.
Base charges range from $1,500 to $5,500. The agreement also permits additional charges, future rate updates, and interest on late balances.

Liability and indemnification
To the fullest extent permitted by law, Peoria Heights agrees to defend, indemnify, and hold harmless the City of Peoria, its officers, employees, and agents from claims, damages, liabilities, injuries, losses, demands, causes of action, workers’ compensation or disability, pension exposure, and related expenses arising from specified circumstances.

- Acts or omissions of Village personnel or command authority
- Claims arising from command decisions made under Section 6
- Injury, illness, or death of Peoria Fire Department personnel for which Peoria incurs liability or cost
Section 10 separately requires the Village to reimburse Peoria for covered benefits or liabilities if a Peoria firefighter is injured, becomes ill, or dies while providing agreement services in Peoria Heights, to the extent allowed by law.

Insurance obligations
Peoria Heights must maintain liability insurance—including general liability and automobile liability—with limits of at least $2 million per occurrence.
- The Village must name the City of Peoria as an additional insured.
- Upon request, the Village must provide Peoria with a certificate of insurance.
These requirements apply under the agreement’s miscellaneous provisions.
